Who is eligible for APS in NYC? ›

Adult Protective Services are available to New Yorkers age 18 or older, living in the community, who due to physical or mental impairment are at risk of abuse, neglect, or exploitation.

APS is calculated by dividing total savings by income level. Usually, disposable (after-tax) income is used. For example, if the income level is 100 and total savings for that level is 30, then APS is 30/100 or 0.3.

Receives reports of alleged abuse, neglect, self-neglect or financial exploitation and determines if the client is eligible. Investigates the allegations through interviewing the client, collateral contacts, alleged abuser(s) and through examining evidence such as medical and bank records.
